Report on Transfer of Fishery Lighthouse
of Uotsurijima Island of Senkaku Islands to the Nation

Gentleman.

　Concerning the fishery lighthouse of Uotsurijima Island of Senkaku
Islands which has been guarded for 27 years since its construction by
us on Uotsurijima of Senkaku Islands in 53rd Year of Showa Era (1978),
as we have received the offer from the Government that it is entered
officially on the sea chart and the Nation will take over the maintenance
and management from now, we have transferred the fishery lighthouse
on Uotsurijima island today to the Nation.

Significance of construction, maintenance and inspection of fishery
lighthouse on Uotsurijima Island of Senkaku Island which have been
tackled by Nihon Seinen-sha

　Senkaku Islands are Japanese proper territories which have been incorporated
to our territory according to the decision by Cabinet meeting of the
Government in 28th Year of Meiji Era (1895). Since the announcement
that promising oil resources were buried under the sea bottom of Eastern
China Sea according to the investigation of sea bottom by United Nations
Ocean Survey Group during 43th to 44th Year of Showa Era (1968~1969),
Taiwan and China started to insist the possessing right, In April just
before the conclusion of Japan and China Friendship Treaty on 12th August,
53rd Year of Showa Era (1978), an incident occurred that 140 Chinese
armed fishing boats invaded to the sea area of Senkaku Islands and took
threatening actions for a week. As the Government could not take any
measures against such an outrage, we had a sense of Impending crisis,
organized "a suicide corps for the possession of Senkaku Islands",
landed at the Islands and constructed a lighthouse in order to insist
the possessing right. Since the light of Japan was lit, we guarded the
light of Japan for 27 years until today.

　When we look, we remember that many of our follow seniors maintained
and inspected the lighthouse and there were various incidents during
the 27 years.

　Some of landed corps members died in the performance of duties without
accomplishing their purposes. Also, in many cases we reached Ishigaki
Island, but we gave up to land at senkaku Islands due to the disturbance
by the authorities.

　In the first place, the lighthouse on Senkaku Islands was completed
under the direction of the Maritime Safety Agency. However, for our
applications for the permission of management of light house submitted
several times, the Government put off the applications for permission
until today with such reasons as "We wish to have some grace period
as there are external problems", "We are now examining with
the related government authorities and wish to postpone the conclusion".

　We once were very angry considering that this was just the evidence
of weak-kneed diplomacy and self-protection of successive cabinets and
foreign affairs bureaucracy. We can see the essential quality of Japanese
Government which has neglected the nation and the national interest
that are to be guarded essentially. The fact that the Government has
made the management of Fishery Lighthouse on Uotsurijima Island of Senkaku
Islands by the nation clear is a result of our activity which we have
been taking attaching importance to the national interest and we have
to objection. However, the most important thing in the modern society
is the reform of statesman together with the reform of policy, reform
of political administration and reform of Judicial administration as
we see from the successive cabinets that have neglected the national
interest until today. We believe this is the most urgent task. As Senkaku
Islands problem, the proper territory of Japan has not penetrated into
the people yet, we would much appreciate if you could more widely report
how the territory is the important factor to form a nation for our sovereign
nation.

　Last but not least, we beg all of you to understand and support the
activity of Nihon Seinen-sha in future too.
